Minimum Qualifications NY HELPSThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments When the Civil Service commission adopts the NY HELPS resolution, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Position may be filled at the Senior Attorney level or one within the Legal Traineeship appointment levels. Appointment title will be dependent upon qualifications of candidate selected. Candidate must be a graduate of an accredited law school with an LLB or JD degree and/or be eligible to take the NYS Bar examination.NON-COMPETITIVE MINIMUM QUALIFICATIONS:Assistant Attorney 1 (Hiring Rate $65,001) - Candidates must either be a graduate of an accredited law school with an LLB or JD degree; OR be eligible to take the New York State Bar examination.**You must present proof of eligibility to sit for the New York State Bar exam at the time of interview to be eligible for appointment.Assistant Attorney 2 (Hiring Rate $72,032) - Candidates must have admission to NYS Bar.Assistant Attorney 3 (Hiring Rate $79,928) - Candidates must have 12 months experience as an Assistant Attorney 2, or admission to the NYS Bar and 12 months of subsequent satisfactory legal experience.Senior Attorney (Hiring Rate $93,530) - Candidates must have 12 months experience as an Assistant Attorney 3, or Admission to the NYS Bar and 24 months of subsequent satisfactory legal experience.55 B/C QUALIFICATIONS:Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. To be considered, you must meet the minimum qualifications and provide a copy of your letter of eligibility with your response. Candidates must meet the non-competitive minimum qualifications listed above.COMPETITIVE MINIMUM QUALIFICATIONS:CIVIL SERVICE LIST APPOINTMENT: Candidates must be reachable on the appropriate Civil Service eligible list. TRANSFER QUALIFICATIONS:Candidates must have one year of permanent competitive or 55 b/c service in a title designated as appropriate for transfer in accordance with Section 52.6 or 70.1 of the Civil Service law.

Duties Description Incumbent will be a Senior Attorney in the Office of Compliance and Litigation assigned to the Litigation Division. The Senior Attorney will be primarily responsible for overseeing, prosecuting and defending litigation matters commenced by and against the Board including matters related to group self-insured trusts and other complex litigation matters; perform legal research in support of the Board’s legal position on various topics related to the Board’s pending litigation; respond to inquiries made by litigation stakeholders; and perform special legal projects as requested. The Senior Attorney will be required to work both independently and with the New York State Attorney General’s Office (where appropriate) to prepare motion papers, discovery demands and responses, pleading and other legal papers in connection with lawsuits commenced by and against the Board. The Senior attorney will also be required to conduct and become familiar with e-discovery and the attendant protocols. Finally, the Senior Attorney will be cross-trained to understand application for administrative review and Full Board Review so that the successful candidate can prepare proposed memorandum decisions and supporting materials concerning such applications.
