Job Description Utilities Supervisor

Supervises personnel in the operation, maintenance, preventative maintenance and repair of water, steam, and electrical distribution systems and utility systems (Water, Wastewater, OWWO, Steam Plant, Facility Boiler Operations and maintenance) associated with Naval Station Mayport. Ensures preventative maintenance work of various mechanical and electrical systems and related equipment is performed; Reads and interprets blueprints, specifications and operational maintenance manuals appropriate for utility plants and electrical distribution systems; Working with lead operators, schedules personnel engaged in the operation and maintenance of utility systems and electrical distribution systems.

The Utilities Supervisor serves as project manager and coordinates and sometimes directly supervises utility outages and the performance of emergency and routine maintenance on utilities and facilities.

The Utility Supervisor will serve as the after-hour Duty Manager at least 1 week a month. This position may require after hour site visits to review and make decisions on utility issues.

Duties involved in this position to include such items as special studies, presentations, coordination and documentation of meetings, root cause analysis, risk analysis, cost benefit analysis and managing to a prescribed budget, and compilation of data for contract deliverables.

This position requires working and coordination with subcontractors to generate scope of work, pricing, and execution of work.

Responsibilities:

  • Familiar with Air Quality, and Stormwater Permits and successful permit compliance

  • Knowledge of safe work practices; principles and methods of biological and chemical analyses, effects, and problems of utility systems

  • Knowledge of principles of budget preparation and expenditure control

  • Knowledge of pumps, motors, and equipment, controls used in maintaining and repairing a variety of equipment

  • Knowledge of Construction Management

  • Knowledge of laboratory practices and certification

  • Demonstrated ability to engage and motivate teams and to respond to emergency situations

  • Ability to establish and maintain effective working relationships with the client, the general public, coworkers, elected and appointed officials

  • Ability to analyze, delegate, and organize work to be performed

  • Responsiveness and understanding in dealing with “business situations” in a manner that will lead to a successful outcome.

  • Ensure required reports, deliverables are presented in the proper format and in accordance with required completion dates.

  • Ensure employees under this position’s supervision maintain/renew all licenses/certifications required; timecard input is prompt and accurate; all training requirements are met within the required timeframes

Here’s what you’ll need :

MINIMUM ACCEPTABLE QUALIFICATIONS

· High school diploma or equivalent and six (6) years of experience involving a responsibility for operating and/or supervising the operation of Utility Plant operating equipment (i.e. boilers, chillers, cooling towers, etc.) within a large building or building complex Central Utility Plant.

· State of Florida Class A Water Certification, or ability to obtain through reciprocity within 6 months of hire

· Supervisory experience in utility systems and/or electrical distribution systems

  • Experience with planning, scheduling and inventory control

  • Experience developing and working within an approved budget. Specifically tracking costs, adjusting activities to stay on budget, and optimizing labor and materials

  • Experience with process control of conventional activated sludge secondary treatment

  • Ability to travel/walk to job sites to develop work plans with technicians and management

  • Valid State Driver’s License with no major infractions

Must be able to pass background security check and drug screening in order to be considered for this position.
