Do you want to be part of a team that helps to protect consumers from predatory lending practices and ensure that creditors are treating Mainers fairly? If you have experience working in a financial industry such as a bank, credit union, mortgage company, debt collection company, general finance, or other areas of credit, you could be considered for this entry-level professional government position. The work involves the licensing and/or examinations of various companies and individuals that lend money and collect. Some of the work may involve reviewing criminal background reports and credit reports, looking at consumer finance agreements, and ensuring consumers’ personal information is properly safeguarded.

Agency Information:

The Bureau of Consumer Credit Protection was established to protect the citizens of Maine from unfair and deceptive practices with respect to consumer loans, credit sales and debt collection. A primary responsibility of the agency is to protect Maine consumers through implementation of the Maine Consumer Credit Code, and other laws such as Truth in Lending, the Fair Debt Collection Practices Act, and the Fair Credit Reporting Act.

The agency is responsible for overseeing non-bank consumer lenders and creditors, as well as companies and individuals that are involved in other financial areas. Some of these areas include mortgage companies, mortgage loan originators, debt collectors, repossession companies, credit reporting agencies, sales finance companies, money transmitters, car dealerships (with respect to financing agreements), rent-to-own companies, pawnbrokers, and many more.

Primary responsibilities include:

• Evaluates credit and lending contracts, disclosures, and financial information to check for compliance with State and Federal regulations.

• Analyzes credit reports and criminal background reports.

• Reviews regulatory actions, consumer complaint information, and prior examination records to make recommendations and determinations of new and renewing applicants.

• Prepares reports and gathers statistical information.

• Communicates with credit and lending companies and provides explanations and offers guidance to ensure compliance.

Minimum qualifications:

A four (4) year combination of experience and/or education in consumer credit field, e.g., compliance, economic, legal, paralegal or accounting education or background; employment in the lending or retail credit-granting field; or other related education or occupation.

Preference will be given to candidates with:

• Knowledge of the Maine Consumer Credit Code and other laws under the jurisdiction of the Bureau.

• Knowledge of accounting and auditing principles, practices, and procedures.

• Ability to analyze loan and credit sale transactions.

• Ability to communicate effectively orally and in writing.
